Blykalla’s advanced reactor park at Norrsundet, a coastal community in Gävle Municipality two hours north of Stockholm, has entered its next phase. The County Administrative Board of Gävleborg has presented its proposed site plan for the park, following the application Blykalla submitted to the Swedish government on 18 May 2026.
The park is planned as six SEALER reactors with a combined capacity of 330 MW of clean baseload power, enough to cover the yearly electricity use of around 300,000 households.
"It is encouraging to see Norrsundet reach this stage. As the first project to go through the new process, every step we take here helps pave the way for new nuclear in Sweden. We value the close dialogue with the County Administrative Board and Gävle Municipality, and look forward to the next step"
— Thérèse Burman, VP Regulatory & Public Affairs at BlykallaSweden's new approval process for nuclear facilities came into force on 17 June 2026. It lets the government take the political decision on a site before licensing begins. In the earlier process, the government and the host municipality took their position late, after a long environmental review. Now that decision is made at the start.
Norrsundet was the first commercial application for an advanced nuclear reactor park under the new process, and it is the first project to reach this stage.
The site plan is a central part of this first step. Drawn up by the County Administrative Board on behalf of the government, it sets out what may be built on the site, where it may be located and how much land it needs. It also includes an assessment of the environmental impact, so the questions that matter most to the local community are addressed early.
The County Administrative Board will hand its proposal to the government before the end of the year, developed in close dialogue with Gävle Municipality. Once the government has taken its decision, the project can move on to the detailed safety and environmental reviews.
Decisions are now made early, with the full picture in front of everyone involved. That gives the project a clearer path forward as Blykalla works toward its first advanced nuclear reactor park in Sweden.
